Ms Carmel Foley

Ms Carmel Foley, a highly respected public servant, was appointed as a member of the Garda Síochána Ombudsman Commission on 10 February 2006. Ms Foley was reappointed as a member of the Garda Síochána Ombudsman Commission on 12th December, 2011.
Ms Foley began her career in the civil service in 1976, mostly spent with the Department of Foreign Affairs. During her 11 years with the Dept. she served in posts including the Irish Embassy Washington and Luxembourg. In 1989 Ms Foley was appointed as Chief Executive of the Council for the Status of Women, which is the national representative body for women’s organizations in Ireland, now called the National Women’s Council of Ireland.
Between 1993 and 1998 Ms Foley was the Chief Executive of the Employment Equality Agency promoting equality in the workplace. Throughout her career Ms Foley has also worked in the voluntary non-governmental sector for women’s’ organisations.
Prior to Ms Foley’s appointment as a commissioner on GSOC she spent 7 years as the Director of Consumer Affairs. During her period of office the Director consistently argued the consumer's case in areas as diverse as financial services, the retail and licensed trade, package holidays and a whole variety of other sectors, which impact on the day to day lives of consumers. In particular, the Director's Office had played a very important role in providing assistance to consumers in the changeover to the Euro.
Ms Foley is qualified with an MSc in Management and has also served on the following:

- Safefood; the North-South Food Safety Promotions Board
- Law Society Complaints Committee
- Personal Injuries Assessment Board
- National Consumer Agency – Interim Board
